The Cerulean Conclave (Mission)



Mission Briefing

Standard Mission Length: 3 days

A group of Aerlen separatists, calling themselves the Cerulean Conclave, recently took control of Roathir, a system used for defense research. Many innocent Aerlen leaders and citizens that chose not to defect are trapped in the system and cannot leave.

Rewards (If Sucessful): 4 Relic Badges (awarded to all ships with completed, non-failed tasks)

Phase 2 (via the chosen path) of this mission will automatically begin.

Path 1: Hostile takeover (Roathir: Hostile Takeover) will automatically begin.

Path 2: Diplomatic resolution (Roathir: Diplomatic Resolution) Will automatically begin

Quilu: Greetings. I am Quilu, former systems commander of Roathir. Welcome to Outpost Niula.
We came as soon as we heard.

Quilu: I'll brief you on the current situation.

What is this... Cerulean Conclave? Who are they?

Quilu: Rebels. Well organized Rebels.

Our own people... Fellow Arlean... betraying us like this?

Quilu: They may look like us, but they are quite different, and not just in their twisted philosophy.

What do they want?

Quilu: They believe that Aerlen are too passive, slow, and our policies and bureaucracy impede our growth. Of course, we disagree. We've remained strong while embracing peace with other races.

Quilu: The Cerulean Conclave may share your view, but they are nothing like you, or other noble Konqul.


Quilu: This rebellion must be stopped.

But why would they sieze Roathir?

Quilu: It is primarily populated by skilled Aerlen people. They are likely trying to get as many to defect as possible.
Then, we should probably move in soon.

Quilu: We need to protect the lives of the innocents. Diplomacy may be our best option.
There are many options to consider, Quilu. What would you like us to do?

Quilu: The Conclave cut off all communications we had with Roathir, and we're going to need live intel from the system.
We can establish some listening posts along the system border.

Quilu: Good.
Any recommendations on securing the area?

Quilu: We have no choice but to setup a full blockade around the system.
Cerulean ships are likely to be in our way during that process...

Quilu: Our hands are tied. There are millions of Aerlen in Roathir. We have to establish a perimeter first... without escalating the situation.
So how should we engage?

Quilu: Carefully. Issue their ships a warning, insist that they retreat into Roathir, and wait for them to leave. Do not disable them.
These are rebel ships! You are asking us to completely stand down?

Quilu: Even if we eventually decide that diplomacy is not an option, we are not yet in a strategic position to attack. We may decide to engage them at a later point, but now is not the time.

Task 1: Roathir Blockade


Establish a perimeter around Roathir, and push any Cerulean ships back into the system.

  • Note: Must be at least Rank 200 to start this task.

Type: NPC hunt
Requires: Use a Cerulean Warning ccwarning.png on 10 Cerulean Rebels. Cerulean Warning: costs 50 energy per use, ZERO XP gained, scrap value: 8000 - 32000 credits.

Rewards: Cerulean Displacement Drive on completion. Ship module: size 24: defense 160. If this module is already installed, this will instead upgrade its stats by 40%, up to a max of 200%. When fully upgraded, it provides a 4% defense bonus against enemy players.

  • Note: Be sure Not to attack the Cerulean Rebels, even if you've used 10 Cerulean warnings and completed your task, otherwise you will fail Task 1.

Task 2: Setup Listening Posts

Roathir communications have been cut off. Setup listening posts at eligible locations to re-establish a limited connection to some of the leaders still inside.

  • Note: Must have a minimum of 500 energy to start this task.

Type: Planet Scan
Requires: Requires Max energy greater than or equal to 500. Use a Listening Post Marker on an icy planet scanned in the last 5 minutes. 500 Energy per Listening Post Marker, 20 rounds per completion.

Rewards: Roathir Listening Post (1 on completion) Size: 1, Artifact: 1, Research: 4, Cloak +5%, Activated ability (2 charges, NO recharge): Listening Ping. +2% Scan for 8 hours. 1 per planet.

  • Note: Alerting planets for others in a legion to use does NOT work for this task. HOWEVER, if you colonize/invade an icy planet alerted and immediately use an artifact on the planet, this will get you progress, as it THEN counts as recently scanned. It is recommended this only be done if in a bind on the legion mission.

Task 3 : Aerlen Rescue


While the perimeter is being established, covertly enter Roathir, pose as an Aerlen bystander, and help some of the hostages escape.

  • Note: Must be at least Rank 100 to start this task.

Type: Mission
Requires: 500 Energy, 5 Calming Amplifiers, 5000 Exotic Matter per round, 20 rounds per completion.

Rewards: 250 xp (per round), Aerlen Patronage Artifact Effects: Boosts planet production permanently by 1% plus an additional 1% for each 2 Loyal, active Aerlen in your legion (rounded up), up to a max bonus of 6%. This bonus does not change once placed on the planet.

Models of Success

The following table shows the kind of participation/progress shown to get varying types of success chances. Please note, This is a work in progress and data is in process of being collected (see forum topic).

There may be instances where it seems like there is a big gap in the number of ships on a task. This is not necessarily a requirement, only the most current data available. There may also be different combinations of spread that bring these chances. Partial completions also may be factored in these cumulative requirements. Alternate combinations will be recorded and posted as well in an effort to record the minimum amount needed for varying chances.
