Constructed by Aerlen scientists, these bases were intended to be used as live targets for defense research. Once they were captured by the Cerulean Conclave, their internal labs were removed to make space for permanent tactical facilities.

- Randomly spawns while the Assault Cerulean Bases or the Retrieve Target Scattering Data legion mission tasks are active.
- Note: During the Assault Cerulean Bases legion mission task, the Top 3 damagers on the alerted NPC, plus the person who makes the final hit, will get credit if they have started the task, making a group effort more appealing.
- Note: During the Recover Base Technology legion mission task, this NPC will NOT spawn, and thus must be alerted by those doing the Assault Cerulean Bases legion mission task in the legion for anyone wishing to finish the optional objective.
- Note: During the Retrieve Target Scattering Data legion mission task, pilots must use a Roathir Retrival Node on the NPC. The NPC's are uncommon instead of rare in this phase, can NOT be attacked as the button is grayed out, and expire after 5 minutes.
