- Randomly spawns while the Roathir Blockade or the Initiate Roathir Attack Wave legion mission tasks are active.
- Note: During the Roathir Blockade legion mission task you must use a Cerulean Warning on the NPC without attacking. You CANNOT attack the enemy, even after using the artifact, or you will automatically fail the task.
