Since I posted the first batch in another thread here's a new one so the old one gets where it belongs, that being history.
Whoever is interested should make one post and edit it with what they got. Please try and do runs of at least 300 NPC's. Also it would be awesome if you'd use my template. Thanks.

Here's what happened today (09.30.11) . I didn't hunt 500 NPC's in one run. I got 100-150, killed a Rank 5 base, then came back to finish the 500. Could it be a factor ? The numbers are quite different from the other two days.

sorry, but theres a typo. it should be 14% for your uncommons, not 1.4

No scan, no bosses. No fixed rank NPC except flamehawk. Ridiculously large sample size.

Kinda cheered me up that more people are getting sick percentages of common npc's Didn't keep track of my numbers but there around the same absoulutly ridiculous amounts of those assassins popping up i got 6 npc slots 5/6 are usually assassins.. Last night i had a chain of 40+ of them spawning on my bt really thought it was a bug.. The common rates really really need adjusting. Will post my next npc run CHOP CHOP DAN

 This data is regarding Rank 900+. Scan at 6800. Out of 2000 NPCs, I was able to find 21 Rares, 4 Extremely Rare. That's 1.25% Uncommon has a 12.45% chance. This is probably due to the lack of elites I can see. No longer do I see the Hive Colony, Queen, and quite a few already. I do not have any pending Mission NPCs. I pretty much completed all missions available in this game other than the repeatables and the XTS-9. I average about 50NPC per 5 minutes. That's 2000NPCs per 2hrs if I really try.

By the way, Oakland, my numbers are close to yours. I have no idea what Bunny is doing to get his. One question. When (what time of the day) did you farmed and where do you live ?

The terraformers and data optimizers are all I care about, but when I was farming at high rank, it was about 1 in 300-330 , that is showing a higher drop ratio even with more npcs in the mix. Odd.

The quote from A Fluffy Bunny is taken out of context; he posted how much he had in his cargo before and after. I believe he got 8 Terraforming devices.

Odd. It's a big difference from two months vs september and what is now. During September, everyone noticed a drop in finding rare/extremely rare and I believe Toxic Purifers were changed to rare instead of Uncommon. Dan states he changed it back to normal, and my chart is what is showing after the change. So it depends on when you actually performed the hunt that got you the higher drop ratio. I remember finding a lot more Terraforming devices and toxic purifiers which is also what I cared about. Other than finding XRP Warp Station for their upgrade modules and more Crimson Scythe for two more hull modules.

As far as I concerned the drop rate is just as "good" (read bad) as it was when I started that "Why make the game unplayable" thread. However I won't jump to conclusion based on three horrible hunts/days. Today (Sat 8th of October) and tomorrow I plan on matching your sample Oakland. I bet I get what you got or worse. That being 1:600-1:700 for Troop Carriers. I'll keep you posted.
Edit with the first 1000.

Mission NPC spawn rates (they are nice to leave tracking items behind):
Non-Player Kills 1559 Chron Shifter Part (Uses Left: 73) = 4.7% Drannik Archive Chip (Uses Left: 93) = 6.0% RSL Anti-Cryptex (Uses Left: 48) = 3.1% Zolazin Debris, 640 = 41.1% T.O. Grid Controller (Uses Left: 20) (fornyis twins/uncommon) = 1.3%
Total, 56.1% mission spawns. Drannik is the only matched one, but it's decent xp.

yes he did exactly what he said... people didn't realize when he said it though that adding new npcs would reduce the rate.... even if he would have never lowered the rates, adding npcs would have lowered the rates anyway....
if you're unsatisfied just leave already, but i'm getting more troop carriers now than before the initial change that lowered their rarity... (yes i know it's only a perceived streak of luck, but hey, i have nothing to complain about right now!!)

He changed it back then changed it again. That AFTER he introduced the two new rares that might have changed the spawn a bit. It's not the envoys and scytes. Go look at Bunny's numbers and you will see he was getting them. He got 21 TO Troop Carriers last Saturday and Sunday out of 4500 NPC's me and Oakland got 6 out of 4000 NPC's after Dan introduced the assassins. Here's the thing. The assassins don't have anything to do with Troop Carriers since their spawn pool is un-related. So, Dan messed with the spawn rated per se. Then again I don't think trying to explain anything to you would do any of us any good. It's like talking to a wall.
