Planetary Cloaking

During scanning, there is a first roll to check if the scan was successful. If it was, a random planet is picked from the galaxy. If the planet that was picked has cloaking, then a 2nd roll takes place.

If the planet's cloak is greater than the ship's scan rating, the scan will fail.

Cloak is only one line of defense, and relying on it exclusively is not a guarantee of protection. However, if you can get the cloak of a planet up to 8000 (including legion bonuses), that no one else has scanned, it will be a challenge for anyone else to find it through traditional scanning. Equipping five of the most powerful researchable scanners available (Continuum Analyzer-Mark III) will only give a ship 4800 scan strength, so it would take a very extensive set of artifacts (both temporary and ship modules) and likely the Explorer Profession as well to get a scan strength high enough to have a chance at discovering a planet with that much cloak.

Planetary cloak is completely ignored in the case of a critical hack.
