I agree to this idea. As for the actual range of players able to attack, I think it should include the level ranges of both the attacker and the defender. for example: Ship A attacks Ship B. (estimate lv ranges 15 lower and 10 higher)
Both ships are rank 50, so the share range should be 35 to 60.
Ship A is 50 and ship B is 30, so the share range should be 15 to 60.
Ship A is 30 and ship B is 50, so the share range should be 15 to 60.
This allows same-level attacks to restrict the shareable level, so the best opponents to attack are your equal.
