I don't know if you've noticed this, but if you bring up another player's ship scan, go to Comm, and after you type your message, if you (stupidly, like I did) hit 'ENTER' instead of the 'Post' button, it attacks that player ?

Little tip, dont hit enter use your mouse for it all, The enter button hits different things sometimes, I dont know why But I think it hits the first button available from top to bottom.

I think it does work top to bottom. when you search for a legion and hit enter instead of the button, it brings up the info for the first legion on the tab

That just means the programmers have to be a little more cognizant of the default button setting on their windows. Not a hard thing really... just tedious.
