One of the T.O. ships..forgotten which one, prolly T.O. Troop Carrier. Well what I'm sure is one of the random NPC drops it.

TO Troop Carrier and Dark Scrap Carrier, though you may be too high ranked to see the Scrapper.

so i should look out for any TO troop carrier ..do they have a certain level ?
as im rank 100 and i havent seen any

I believe I had 3 in 2461 NPC's kills.
So expect it to take a while to complete the mission unless you purchase with GP's.
I recommend you financially support Dan if you like the game and you are able to; their are those of us out of work (my case working very little) who cannot.

ur supposed to find one every 400-500 npc kills. i have around 4700 npc kills and have found 8.

Advice to new players:
PLEASE. Make sure no one else have scanned the planet you are about to use it on. Same with Dyson Transformer and Gaia Seeds and other special planet transformation artifacts.
I've seen it many times now and next time I might just invade them without warning and if I fail, share it to my legion. I don't really like the idea of taking them from those rank 200s and below.
