I made one by:
Taking a Very Large Icy
2 Quasi-Spacial Expanders to get it to Very Massive
Mass Surface Melter to Mega Colossal.
Load that sucker up with defenses hehe

Mega Collosal didn't exist naturaly in the planet.
You MUST put a Mass Surface Melter on a Very Massive Icy planet.
You can make it yourself or invade one already made.

Is it possible to push it to 17x ?

If you use terra formers on your very Massive Icy to make the resources 15x Mega rich then using the Mass surface melter will make the planet into either a 16x or 17x. I forget whether that arti increase production by one or two but it will push the production past the standard 15x Mega barrier
