Finding Sha'din Directory Core NPC?

 Okay I blew through 2K energy and I can't seem to find any of these yet, I just leveled and will be trying for a while longer, it says they are a rank 300 uncommon, but they seem pretty freaken rare considering the energy investment I'm making here.... Anyone know if they have cloak?

It has no cloak at all.

yeah I've found 3 so far, they're just kinda rare. in 5K energy I found 3.... blah.
