Is using a program to collect resources a TOS violation?

I keep seeing some high level people with zero minerals and research stored but over 60k artifact stored up and I don't really see what else could be going on. Would they need to openly admit it for anything to be done?

Eh, runescape has click detection software and its technically a browser game. It's probably proprietary and impossible to port over to a php or whatever it is game.
All someone has to do is pretend they are going after new artifacts that don't exist yet. Whats stupid is that the only people that get in trouble for multi-accounting are people that probably don't know any better and tell everyone. Anyone that has a fair idea that they are cheating has zero chance of getting caught, especially with this.
