Ok not every legion is full of high rankers. For some , only a few players can even see hybrid clusters. Enough is enough. Can we please make the engulfing swarm proc a targetable module so that the legions that arent in the top ten have a decent chance at taking them out ????

I get the engulfing swarm ability can be a pain at times and not all legions have ships with high energy pools to disperse but I disagree that the Hybrid Clusters need adjusting, the key to taking one out is proper teamwork. They are an elite which I have considered one you need to build up to, 3mil hull and high atk+def in addition to a very effective ability makes for an interesting challenge when you enter its applicable rank bracket.
TBH 250E is not a lot to ask for if you have entered the alert range, and if E is the issue here around rank 1k then the issue is not with the npc but with the player. If it is in regards to the toughness and abilities effect then properly cycling responsibility for dispersing while the other ships hit to lock and soften up is key. Debuffing it is effective and as long as you can get 40k npc atk at a minimum (IMO) which is also not asking a lot at that rank then like attiroths they are simply a time consumer pushing players to get stronger. You don't need to be in a top 10 legion to make killing these things easy you only need coordination and appropriate ship strength.
The only thing to note is that the drops aren't very good unless your legion can easily succeed at the Encounter at Nabai LM but as all things in GL it is something else that makes players want to better themselves so they can complete it more efficiently and more often.

Their not hard. Just need one disperser and one big hitter to deal with them. Sure it takes longer but its realy not all that hard, its much easier than say taking down a 6 with full funding but a near empty roster which most legions with guys able to see clusters can do.

Rank 900+ isn't high rank, it's mid rank and the game is full of mid rank players.

You even have 10 in your legion, so i don't see the issue unless they're hella weak or uncoordinated or extremely inactive.

If your legion can't take them down, the two most viable solutions I see are changing legions, or tactical remod. Problem solved.

I am a rank 900ish player that just started to see them. They're tough at my rank, but not impossible to get a lock.

They arent hard for me , its just difficult to get the world-wide players in my legion to coordinate an attack. We all have jobs and work and plat at different hours of the day. This post was made in frustration at the fact that even though we are capable of taking them down , we cant because all the players that can see them log on at different times of the day, with overlapping logins happening at rare intervals. Switching legions is not a solution for me . wiping my bt is not a solution. Those suggestions , which i knew you guys would say , are giving up , not solving the predicament we find ourselves in.

Sadly though, for you, your predicament remains the same.
They last 24 hours so really should be no great hassle for a legion with even the smallest amount of co-ordination and effort.
When our legion was much younger, we had a grand total of 2 players that could see them, Koolaid in the US and me in Australia and they died every single time, without fail and easily.
At that time both of us were considerably lower rank than 1000, so I can't say I have too much sympathy for your plight, it just is what it is.

I can solo one if i dont have anything to do all day. Matter of fact , the very first one i found i did solo and it took loggin on every hour to do it. Its totally unecessary , especially with the precedent of targetable modules already in place.

they really are not that hard as long as you can get 2 people on together it doesnt take much to take them out. they are annoying but douable.

diego and i used to tag team clusters quite often, 2 active players are ok...prefer 6 or more ..

now we have no issue getting full crew on them

So, using any of the several solutions that are already currently available to you would be "giving up", whereas trying to get Dan to alter the way the NPC works to suit your specific needs would be... what? Hard work, commitment, and ingenuity?
