Just kill more NPC's. There is no "recipe" for what you're asking. The seed is random. Probabilities are more accurate with bigger numbers. All the talk about putting more scan is just baseless rumors. The highest cloak NPC has 600 as far as I know. If you got 600 scan you can see it. If by "quality ones" you mean T.O. Troop Carriers, Rogue Lab Pods and alike those have zero cloak. So it's just a matter of killing more NPC's.

It's not useless per se. You can see here which NPC's have cloak and how much cloak they have. Match their cloak with your scan and you can see them. Otherwise scan doesn't really help. Alternatively you can stay under their cloak with your scan so you don't spawn them. For example if you don't want/need Dark Rings just don't get over 199 scan and they won't spawn.

You need scan to a certain extent. Some NPCs have cloak, some up to 600 cloak. If you don't have more scan than their cloak, you won't ever see them.

While I can't say there is a definite correlation, I do seem to get better NPCs more frequently the more scan I have.

if you equip lots of scan and go to your battle tab in PvP section you'll find higher rank people to battle..... I would guess the same goes for NPC

That is false.

I have to agree with Ferrus here... I've got over 7000 NPC kills and have seen absolutely no correlation between scan and quality of opponent. Running the same scan for a while now and one day there is nothing but commons, the next day 4 or 5 elites and a half dozen standard rares. Have enough scan to defeat any cloak and just churn through your commons.

Look for Dan's say on the scan subject. It's random. There is only one single factor that influence the quality of the NPC's from my experience. Besides killing a lot of NPC's.

I believe the best benefit from scan is getting more critical hits. But yeah definitely you don't really need that much scan for. The other benefit would be that your less likely to get hacked because they need to flare you first
