Answer is no, you can only scrap it for ctp

Yes you can have both, however i contacted support a while ago about it and it's meant to be getting fixed as they said it was an error. There's a check, as with other legion mission modules, to see if the module already exists on your ship. Turns out there's no check for the Ally. Go Figure.
