Artifact that boosts a planets research production?

 Is there an artifact that lets you change your research production? (ex. abundant --> very abundant)
How do you get it? my friends research planet gets higher and higher in research production every once in a while It was 8x mega rich in research, and now it's 12x mega rich...wtf? |

there are quite rare, im rank 116 and only ever gotten 3, there pretty tough to beat when your lower ranked, but i imagine theyll be easy to overwhelm when you are higher
preferably you use them on a very massive very rich research planet or above and use ALL your data optimizers on that single planet _________________  |

theyre scaled and about as common as blade harvesters. ive gotten 12 labpods and 10 harvesters. but i go through maybe 30-40 npcs a day. you get a ton of em when you get to be a rank 500+ and kill 200+ per day.
