You should be allowed use artifact that can remove planets from your planet database on a planet that that will not allow you to use artifacts on that planet.

While I agree with the reactive barrier one completely, but on the other one...

The game need to buff the Inhibitor either directly or indirectly(by introducing more invasion related ability or artifact) before I can get behind that one. I know it's probably not the the intended use of the inhibitor but right now it's just a rather useless structure for a semi difficult boss drop.
