So, I have 51 blue badges, but my ship stats say that I've only successfully done 44 hacks, thus I can't unlock Hack Into Starbase Prime. What gives?

Were a lot of those badges from hacks on ships with zero research? That could be it.

I don't think the collection time is the same for everybody; I think it's just when you started, so I'd recommend using Resource Probes if you're worried about it.

I think Ferrus is right above though; the hourly tick is different for everyone and is based on the current time on the day each individual player starts playing the game. My hourly tick certainly isn't at the o'clock.

So I think that if eg. you sign up to Galaxy Legion at 4.21pm, then your hourly tick from that point will always be at 21 minutes past the hour. So if anyone is reading this and is planning a hacking spree, don't assume you will get RP's from everyone you hit just because you do it at a certain time.

You can use "Spy Probe - Resources" to find out if they have any resources.

I'm well aware of that. Spy Probes tend to go straight in the trash for me though. My comment was a polite jab at Matress for a hack a couple weeks ago that I passed on back-hacking. My base cloak isn't enough to get past the scan.
