I conquered an abandoned planet with a soldier outpost and re-decorated as it were, as the buildings on it excepting the outpost were low producers. For reasons i don't understand i can't put on any population boosters such as a hypersphere - its not even showing as a option in the build section.

the only thing i can figure is the outpost is blocking this. Anyone else notice this or is it a glitch?

Just a guess... you're on a gas giant and they don't allow population boosting buildings...
