So, counting limited artis, I believe there is a way to cloak a planet with only 5 space.
If you use a combination of Ergosphere filter + 20% Cross signal restrainer +30% Meta-tuned jammer (25%) +25% Litheor core tunnel with 50% bonus (2 space) +23%
Using this, you should get a bonus of 239.85% to cloak, with a legion bonus of 110%, that brings it to a bonus of 503.685%. Now, to completely cloak a planet, we need around 22000 cloak now, 22,000/5.03685 = ~4368 cloak. Now, the max we can get up to is about 3800 with the right combination (or is it 39XX), which means we need 567 more cloak, 150 of which is provided by the ergosphere, taking us down to 417, and we'd probably add an isolation bureau, which adds another 400 cloak and 2 artifact. (as long as the planet is unscanned), meaning we need 17 more, and that's with an 110% legion bonus, anything above that makes your best non-invincible planet(s depending if you can manage to steal some cross signal restrainers) completely cloaked, even from protogrids for 5 space dedicated purely for cloak.
This could be very useful if you scan a good artifact dyson and can't Rift it, if it's colossal, that's 70 space you can focus purely on production, or if you manage to get at least planet aids, 76 space you can put to use for producing arti. It's not much, but it's better than using 5-7 more space, and this calculates for the new scan items as well.

There's some good productive artifacts that also give cloak, like Adumbrate Stations (200 each) and Klorvis Shrouds (200 each). A Crimson Rift Aperture can give 400 if you can find one. I'd think using all four of the items you mentioned would be overkill, since you can get some cloak from productive artifacts. But three of them together would really make for solid cloaking with almost no other space devoted to it.

Perhaps, but if you wanted an all arti production, the only good artifacts for that are adumbrates and Isolations.

Max passive is 3892. Get your planet to 2800, then use 3 magentospheres. While it hasn't been updated in a while, check out the Planetary Cloaking page for a large list of items that will cloak your planets. As Toaster said, Crimson Rift Aperture gives +400 cloak and +2 artifacts for size 1 (if you have 2+ rifts).

Yes, there aren't many cloak/arti combinations, but the 200 each from the Klorvis shrouds can be substantial, since with full legion bonus it's basically tripled. 100 base = around 330 with meta-tuned and ergosphere on. Two planet space for a final result of over 1200 total cloak can be enough to make a world unscannable.
