It does not; any planet you use the device on will have those stats, even if its stats were higher (such as being Very Massive). I believe they will also retain any passive bonuses they have, and any buildings will stay, in the same state they are in, so you can have a Convoy Heat Seeker or Permafrost Sub-Network with the double effect (I went with having a double-effect Heat Seeker, but mostly because I'd already used them all). I've heard somebody mention the possibility of using all the space on a Very Massive planet, and then the structures will stay even though the planet shrinks. I wouldn't say it's worth the bother, considering you're going to want to put artifact buildings on it as you get them, but it is a possibility.

Yes, I've heard it, and Matress_of_Evil put it in the wiki, and it seems true: the Hyper Terraforming Device gives a planet those specific stats no matter what the stats were before, so it makes the planet massive whether the planet was tiny or very massive.

Be just as well using this on a crappy planet you have in your database that's not been scanned by anyone. That's what i personally did.. no regrets so far ^^ The 10k passive bonuses essentially make the planet untakable as well which is pretty awesome

I can confirm that it does indeed shrink a planet; this happened to me. I updated the wiki to include this information.
