To support a full compliment of Heavy Thetacron Cannons, Perfect Syncopated Platings, and a set of Exergonic Inverter IIIs and Trans-Temporal Nacelle IIIs at approximately rank 250-300?
Curious to know what I should shoot for at that rank.

I have all of those installed atm.
With a 4.4B upkeep I handle it fine with 7.5k

Around 1.5k per 1B of upkeep at that rank range. Since we're talking an upkeep of a little over 3.2B, 5k should cover it with some breathing room, not alot though.

I've got 4.5k mining production at rank 259 and I've got a full set of heavy thetas. I make upkeep but almost all of my income goes into that now. My upkeep is 2.5B; I think a good idea is 2k mining per 1b upkeep.

with an obese arti income you can circumvent the use of thetas and you can stack on other things, or just save the cash for legion / invasion / gtc costs.
my mining is at 10.5k, my total daily expenditures is around 7 B to legion and ship, I manage fine, I dont have thetas but I do have .
the bottom line is your looking at an increase of 464 attack for a difference of 1.5 B in upkeep, if your looking at a full set of guns
**EDIT**
if you pvp for a little longer and get the DOM 3 upgrades, the difference between full nulls and full thetas would only be 144 attack with a 4 Million increase in upkeep.

Once your ship over 400-450 range- and the minerals get no richer- income if ALL COLLECTED is 1 Billion a day per thousand mining per hour
Have checked the maths carefully- my ship over 600- it works out surprisingly accurately
