any rank. have to have at least 50 scan though. these are RARE npc's though.

Farm NPC's for them, run a minimum of 50 scan to see them, I got my free mission exotic yesterday thanks to it so take it nice and easy and it'll come eventually.

Farming npcs will help.
I farmed npcs on and off and found my tenth T.O.
