Can anyone tell me how to get this medal? How do I get an Insurgent Uprising started? Or is it something I have to find with planet scans?

The legitimate way to get it is to get lucky and retake a recently (last 7 days) stolen planet that got that effect when the other guy stole it.
The gimpy way to get it is to share a planet with a friend and pass it back and forth until you get the effect, then pass it back and forth some more while the effect is active.

It would take you more than a week at least 10 days. but the effect needs to be triggered twice. it's not that hard if you have a green badge planet since it happens often.

Right it will take over a week, when I got it I did half and half.

So, I have to get a planet taken, then take it back a few times before it shows up. At random? Do I understand correctly?

Triggering the insurgent uprising effect on invasion apparently works too, despite the medal not stating as such. Possibly a glitch, but it's there.
