 For a millenia the Imperium has been a quiet whisper in the galaxy. The tides are changing however and soon the Imperium will once again rule the galaxy. Join us and know you are securing the seat of power that all shall bow to. The Golden Throne will once again be the symbol of power and worship for all.

Top 20 aren't known for their bowing.

True but he said he wanted the top spot in the game. And no one out of the top 20 has ever really tried for that. So therefor I wouldn't see him till his legion got in the top 20 (unless he take a planet or something).
