To do this you need to buy a Reality Transfuser off the Artifact Market, or get extremely lucky and get it as a random planet event.

"Reality Transfuser:
Allows the planet to be analyzed to unlock a permanent random effect on it.
Can only be used planets that do not already have such an effect."

Cost: 64 Galaxy Points

Use this artifacts on a planet and it allows you to analyze it. "Rewards" for analyzing the planet include:

• Small moons: +10% space
  
• Large Moons: +20% space.
  
• Planetary Rings: +20% production, on all three resources
  
• Advanced Civilization Ruins : Artifact +20% production.

In my opinion, it's worth it. Should try it sometime.

this almost sounds as if you're asking about a planet that already has an effect that just hasn't been analyzed.

to determine what the effect is, go to the planet that has the effect, then click on the 'Actions' tab. there should be a green button labelled 'Analyze Planet'.

i've only gotten 2 random permanent effects in 8 months of playing, so if you did get one, count yourself lucky !
