ship configurations that aid our base will be given strong consideration regardless of level as long as you have a good ship- aerlen fixers or physicists specifically

I visited them on a few occasions, they are a stand up group and we in Deep Space are proud to call them Allies, you can't do much better than them, good leadership, thorough planning and execution, can't say enough about them. Good choice for any high ranker.
