I have been constructing the base pretty much on my own, got it to level 4, and all that is needed for level 5 is energy. I put it for research for the new people that come aboard so great output there, and there isnt any rules except for no stealing of planets.

I put it to distribute evenly and you have to claim each shipment as this is for active players. You can hunt and conquer freely as there are no pacts with anyone unless its trade or battle help with bases. All we ask is that if you are going to hunt, be responsible and able to handle backlash. This will make you a tough, better player. If things get out of hand then the legion will step in but it has to be dire circumstances.
