You really need to be getting your Red (ship disable), Blue (ship hack), and Yellow (Ship Raid) badges. Once you get very much higher than you are now in levels, they become increasingly difficult and costly to obtain.

Follow the advice of others - isn't that why you posted on these forums in the first place

Hull: Reactive Q-Phased Plating x3, Q-Phased Plating Buy!!!
Shields: Heavy Disruption Shield x2, Q-Phase Battery Array, Harmonic Resonator Sell!!!
Cloaking: EM Adaptive Panels - Mark III, Quantum Jammer Sell!!!
Defenses: Inertial Canceler - Mark III, Thrust Stabilizer

Huh. 383 decks... not alot you can do with that but try this build:

6x Heavy Disruptor Cannon - 186 decks [798 attack]
AND
5x Overcharged Q-Phased Plating - 135 decks (321 total) [2025 hull]
AND
2x EM Adaptive Panels Mk3 - 56 decks (377 total) [226 cloak] - Does not include spy bonus
OR
2x Heavy Disruptor Cannon - 62 decks (383 total) [266 attack]
OR
3x Quantum Capacitor Mk4 - 63 decks (384 total) [165 energy]

That will net you a pretty decent ship.
If you opt for the 8 guns, you'll have over 1k attack. That will allow you to get red badges, and then the dominion cannons which will mean even more attack and a stronger ship. Even without them, you should be able to fight a bit. Just favour the laughables.

Now, if you opt for the cloak, you can get the CipherBots. Like the dominions, these are really useful hacking tools.

The Quantum capacitors will rank you faster, which will make you stronger in the long run, but your going to be weak for a long time before you catch up. Also, you wil be forever behind anyone at your rank who did not do the same thing...

Those are dependant on your playing style.

I'm trying to avoid PvP battles and hacking and raiding.

and why do you want me to sell my shields?

I'm not much into PvP attacking. I have a lot of Halcyon traps and I like using them to avoid being disabled.

Hull gives more points per decks then shields.
