id go for +12's so you dont need to rebuilt even more planets later on (if your base gives RP's that is) otherwise it will take ages

Defense, planet structures, hull, weapons, scanners. You could switch weapons and scanners, but really that would be a pretty solid order.

Id say go for the top end relays first. then hull, +12's, scanners.
