Planet Mod, which to prefer

I am currently building up a Icy planet to x15 standards.
I am intending to Oceanic it to x17 standards.
My question is the size, would it be preferable at biggest size of Mega Colossal or, if my knowledge is correct, Colossal since Rifting this planet would Shrink it down if it was Mega colossal pre-rift (anyone confirm this, wiki doesnt say but sure i heard)
And while you good guys are here how much valuation would you put on a x17 and if it came to it how much per x1 Mega on top of that if done at a push

MC is preferred. Any size becomes MC when rifting.
I would pay 12.5K Ctp for a 17-20x..

5K is what i pay for research 17x's.. I double for arti.. given it was MC i said 12.5K
