what is the best legion that gives 50k - 60k research a day and that dos not do % on base shipment ??

I'd say Chesterton Royal Academy. Level 6 base w/ research, MyLilPony's training legion.

50-60k RP is a tad unrealistic, just to say.

To get 50-60k per person, I believe you need a level 7 base (which might all be set up for AP). Level 6 if I recall correctly was putting out 40-45k research at Enigma X. Of course crew complement will have a bit of an effect on that..
