I've read the threads thoroughly and am familiar with who is who and what I can expect out there. I'm currently in a legion with a lvl 5 base with heavy defense and a daily of 20k+ research per loyal. Been a on and off member of this legion for almost a year now and a on and off player of Galaxy Legion for nearly two years. Mostly due to my traveling. I'm currently in south America (don't ask why, please) and have to deal with lousy 3G which causes my participation in coordinated events normally difficult and typing even more of a pain cause I'm always on my iPhone.
My ship is well rounded and formidable but unfinished because of all the recent changes to the game (base battles, badge moduals, etc) and am now playing catch up.
I currently am not satisfied with my legion and am looking for an improvement. My ideal settlement is as listed:

A) Lvl 5+ base (with strong def) that has a daily division output of 20k+ "RESEARCH"
B) "PREMIUM" leadership (Steadfast, wise, knowledgeable, reliable, respectful, consistent, even persistent at times).
C) A legion with serious players and smart ships (I have issues with, what I call, scarecrow ships or pointless vessels).

I know I must sound picky but I do know what I want and this is what I'm looking for. Now that you know where my interests are I look forward to your replies.

Well, best of luck finding a legion. Last I heard Steel Talons had a pretty good RP output, no idea on their base's strength though. If you're ever looking for an artifact base with knowledgeable leaders, strong ships, and great people, stop by TSL .

Doesn't Delta have an Artifact focused base? The poster specifically stated that he wanted 20k+ RESEARCH output.

We have a strong base and recently held of C.O.G. We give out 20K RP a day.
We have multiple CT Lab discoveries and if you ever need artifacts, you can move up in the Talon Faction to Talon Company for artifacts.

Hola'. You can check out the Terranian Armada to see if you like it. We've got a level 5 paying out 24k research and 2.5k arti. We've only been disabled by Top 6 legions twice over the past 2 months so we're not too lightweight of a base.

As for the rest of your requirements, we've got lots of good ships for their levels, including some around your level. We base fight 3/day. We get a fair amount of npc's. Can't honestly tell you that I'm a fabulous leader because that would be tooting my own horn. But at the very least I'd say that I don't suck.

Ah well, you could try Ancient Untouchables. We are slow ranking turtles, level 5 base with 1.2 M hull when fully buffed, but we're more on arti productions. Several ships on killboards. Very strongly pvp oriented. Sister legion to Lords of Infinity, meaning we're also linked to Sons of Infinity.

Could I see what pacts and sister groups you guys have from Steel Talons, Terranian Armada, Son of Infinity, and Anomaly? Is there anything you guys can tell me about your legion members ship build styles, goals or anything (interest C from above)? Also how do I message in this forum? I can't seem to find that option.

I would STRONGLY recommend Ancient Untouchables, Artifact base though.

Steel Talons is one of 3 legions in the Talon Faction, with Talon Company being the main legion. We have battle pacts with Talon Company, Stormfront and 3 other legions. We have 5 trade pacts with room for 2 more I believe.

As for base battles, we are doing about 2 per day so you can catch up on your silver badges pretty fast. The base drops 20K+ research per day and 5+ arti per day. NPC's are pretty common and go fast.

ST has a wide variety of ship builds, with fast and slow rankers. We currently have 2 openings as there are 3 ppl off trading currently.

Terranian Armada slaughters bases with, Delta Surfers, Conquerors of Infinity, Alliance Fleet, Stargate command betasite, and of course us. If you like killing bases, they're highly recommended

The only thing we can't give you is the base research, but the Universal Defense Agency has every thing else you need.
We have 42 members, five are inactive but they have told us they will get on when they can. We have a FB group and we share NPCs and planets.

We are also scattered around the world so we have someone on almost 24 hours a day.
