Actually, based on other posts in the forums, I suspect that the name is appropriate in that he/she is seeking integrity since they have none at all.
As for the original question, the NPC generator doesn't even look at who is in your legion, how many people are in your legion, or what rank they are. It just looks at your rank (since you are the one the NPC is being created for) and then gives you NPCs based on that. If you are having trouble with the high level Elite NPCs on your list, you have some options:
* Encourage your legion mates to rank up so they can help you kill those elite NPCs.
* Rank up a lot more so you can be strong enough to kill the elite NPCs on your own.
* Join a different legion with higher rank players that can help you kill stronger NPCs.
* Ignore the NPCs that show up on your list that you can't kill - or don't want to - until their timer expires.
* Never rank up so you don't get into the level range of the big NPCs so they will never show up. Since you apparently hate this game, this is probably the best option for you: just stop playing and you'll never have to deal with an elite NPC again...
