Good luck wherever you end up. The Sith Lords, Delta Surfers, We Don't Exist and Vygoid Genome are lower ranked, but good. Otherwise, I'd recommend looking around the leader board. I did it and ended up in a great legion.

Galactic Alliance now has +110 base production mods on the lvl 6 base so artifact output in sweet and has most CT lab discoveries

Galactic Explorers has a lvl 5 base soon to be lvl 6 set up for research output and is the sister legion to Galactic Alliance and has 8 CT lab discoveries

The base puts out an average of 28k AP and between 6-8k RP/day, and is level 5. Productions are split evenly but for two days of the week, and the base is less than 800k energy from Level 6.

i second this. galactic alliance, level 6 arti base lotsa npcs, bases, good group of people. also reccomend AU.

We have the strongest lvl 5 base out there giving equal amount of artifacts to all members all the time...
We're professional NPC'ers so there are dozens of NPC's alerted all the time, we're doing 3 bases a day and on the weekends we're doing lvl 5 bases with our battle group
The legion have numerous CT labs discoveries including the Demon planet maker and the Plasma planet maker (and you can always visit the alliance legions for things we don't have)
We're part of the Stormkyn Alliance group so you'll always have backup/any help you need...
