Is it purchase only, or is there a way to get them naturally? I need 10 of them to get the Terra Project Mission Done.

Kill TO Troop carriers, Dark scrap carriers and (I think) dark convoy shuttles (which drop some junk too).
I find they're about a 1 in 300 chance of showing up.

Kill NPCs looking for TO Troop Carriers. (Dark Scrap Transports and Dark Scrap Carriers also if you are extremely low rank). It's possible to get all 10 you need at a fairly low level but it takes a lot of work. I think I farmed all of mine by around rank 200.

Is the hyperteraformer even worth it then? What does it do?

It changes ANY planet into a Massive 13x/13x/13x Exotic that is invulnerable to attack. Yes it is worth it if you farm the terraformers for the mission. I don't think its worth buying though. But if you DO choose to buy them, rest assured that you can NEVER lose that planet to thievery.

360 Galaxy Points is over the top. It's just a game, and I don't want to spend too much real money on fake goods. I guess I'll come across the terraformers eventually

3K NPCs for me. 50 a day minimum - got it within a few months of serious PvP

in case OP didn't know, u NEED 50 scan power at least, or TO carrier won't show...
ofc... that also means u will have to deal with the pesky assassins but meh~

for me its not the assassins that annoy me its stuff like dark warpers - super commons that have massive defense / decent hull but no attack - that appear and take up all 4 of my NPC slots.
