Dan, the Xecti effect is shown nowhere except in the total defence. It would be nice if it showed as a buff, and effected the pre-legion bonus score too, because right now it looks like a glitch.
Without giving away the planet (hopefully) a planet with ~10k defence and ~100% legion bonus has ~30k defence with the xecti boost, but I would never have reported it as a glitch if I hadn't noticed they were Xecti.

Isn't the Xecti effect only applicable when the player/planet is being attacked? (that's what the wiki says atleast)

aye, it is only applicable the MOMENT you are attacking that xecti planet or ship... now, yes i realize planets don't attack so their stats only are used when they're being attacked... but still.. this is how Dan has programmed it... it's was done like this on purpose...
think of it this way... the name of the Xecti effect is "Adaptation"... so you're looking at normal stats, and when the planet or ship is stressed by the incoming attack, it is at that moment that the Adaptation effect kicks in, boosting defense and retalitory attack values
in other words.... they adapt and become harder than you expected....

As long as the owner is Xecti, the planet's stats should automatically appear higher when an enemy views the planet (even if they are not attacking it at that moment).

ahh.. i see what you were talking about now... (had to pull up a xecti's planet)
yeah... Dan should probably add "Xecti Adaptation" on the effect tab when the planet is viewed, since he's already showing the final value with the xecti buff, and there's nothing visible in the planet window saying he's a xecti
