is ther some other prerequisite for donating to a base other than tech and not having donated to another legion base within 1 week?

we got a member trieing to donate and he hasnt donated to a base in over 1 week yet its not letting him now Cannot Upgrade. You have contributed to a different base in the past week.

Assuming he's loyal and has the right research?

Did he start a legion of his own and then changed his mind and joined you?
or did he start the game less than a week ago?
was it maybe roughly one week ago that he contributed to another base (meaning, he is off by a few hours?)

The only way to find out what's going on is to have him send Dan an in-game msg, since this is an issue dealing specifically with his account.

pretty sure "AFluffyBunny" has been playing longer than a week but he was waiting 1 week and didnt contribute to his base for 1 week so he could donate energy to ours. ( thus making us lvl 6 and then a little later lvl 7 XD )

Have they withdrawn any money from a base recently?
