No way to really end a NAP with a dead legion!?

Hi! Since the NAP slots are limited, some time ago we "broke" a NAP with another legion who seemed dead (and it is; 2 members, 0% active)
But this slot is still "taken" since there is nobody to acknowledge it on the other side...
Or are we doing something wrong and/or missing on something?

It's not taking up a slot. Don't worry. As long as it's broken you can replace it.
