Does anyone know if the Neural Interface artifact stacks? IE can I use it twice and gain a 30% bonus to exp for 20 minutes?

I don't believe so. I think you'll get the message "An effect similar to this is already in use."

Dang with the way you level if you have enough energy cap you could get as many levels in 20 minutes limited by how fast your page can refresh and click

IE: 10 neural interfaces
150% exp boost
do 10,000 missions in 20 minutes
