Cloaking Error ?

 When scanning ...
Your cloaking ability is not powerful enough. But yet when I try to remedy the situation .. Ship already has maximum number of cloaks installed. I think you mean research into higher cloaking tech.

Both wont hurt, but cloaking tech adds better modules for jammers and stealth platting. Which you can have two of each on your ship.
