Does it matter about your scans for a rare planet?

I have asked my friend if it matters about your scans if you want a rare planet and he said no that it is just down to luck but I just waned to know if he was actually right because I really need some good planets as I need a load of cash for my ship and to colonize more planets so please could you tell me.

He's right. No matter what your scan or rank you'll find the same planets.
