Concept of Galaxy Legion

 I think there should be factions or clans (legions) in galaxy legion for example every person should be allowed to join a clan but not multiple clans and with clans you get the legion bonuses to your planets, and alerts. I feel it dosent make sense how some individuals are in multiple groups when the groups are enemys. Or how some individuals friend everyone.
