Legion Mission Reward Artifact

Transforms an unoccupied Gas planet into a Chthonian world, decreasing its size by 2, and dividing the research production equally between artifact and mining. When used, the original gas planet's artifact and mining production is zeroed before the research production is apportioned. Any research richness of the original gas planet beyond 18x will be disregarded.
