Energy first - until you can rank comfortably without having to wait for regeneration. For me this means my energy needs to be half what it takes to get to the next rank. If you do a lot of NPCing you might be able to get by with a third. The reason is that waiting for energy is boring I found the game much more fun when I could do what I wanted when I wanted.
I agree...if you can't autorank doing pretty much whatever you want whenever you want, add energy.
Otherwise, add attack.
Unless you no longer want your ship to be disabled in a half dozen hits; then add helmsman. But personally, I'd rather add defense through artifacts rather than rank points and don't care if I'm disabled while offline, as it doesn't really affect very much. I'd rather be able to disable others with less effort, which means adding attack.
