TO Expansion Center

A vast cargo ship, the Outsiders use these to form rapid defences in their newest colonies. The rising levels of these in expansion fleets indicate that the TO are preparing to expand on a greater scale.

Potential rewards -
TO expansion crate - a crate containing various parts needed to improve new colonies. when opened, has a chance of giving either a Terraformer Device, TO manufacturing core upgrade or a QSE. Each would have a drop chance similar to the base crates (core would be most common %).

TO Planetary shield - upgrades a shield on a planet to a TO shield, doubling its defence.

TO Shield Schematics - upgrades a TO shield module on your ship, improving its shield bonus by 25% while increasing its upkeep by 50% to a maximum of 100% bonus. if used on a recharger module it gains 50 shield.

I don't see the crate coming out if this would be made. And I'm not sure if I would want it to. I would rather see the trooper get made for higher ranking players. The other ideas are not bad though. But there are a lot of ideas for this one out there all ready as well.
