Mission Briefing
Standard Mission Length: 3 days
Leaders have decided that a diplomatic resolution to the current situation in Roathir is the best option. Quilu has sent you as an envoy. Speak with the Cerulean Conclave and come to agreeable terms.
- Note: This is a Phase 2 legion mission which is automatically initiated upon successful completion of the opening legion mission The Cerulean Conclave.

And you are the leader of the Cerulean Conclave?
Sylahn: No, I am Sylahn. I represent the will of the Cerulean Prime Officiate.
You look different than the other Aerlen.
Sylahn: Those that are deemed worthy, such as myself, are part of the Cerulean chosen. We have undergone several... changes.
What for?
Sylahn: It provides us new gifts... and marks us as part of the Conclave, forever.
I'm here to discuss Roathir, and your intentions.
Sylahn: What about your intentions? This blockade... it seems clear that you are planning for an attack.
It is just a precaution. We are open to hearing your demands.
Sylahn: We have annexed Roathir, and claim our independence. Have the Aerlen government release all ties and claim to Roathir, and cease the blockade.
Release the people within Roathir, and we will withdraw our ships and consider the request.
Sylahn: Only when our demands are fully met will we release any citizens.
If you are going to keep Roathir, the Aerlen government will at least insist on the return of their research and equipment.
Sylahn: No.
Why not?
Sylahn: We are keeping it as insurance. If anyone attacks a member of the Cerulean Conclave, we will purge it all. Once we have established ourselves among other secure sectors, we will release the data to the Aerlen government.
And you will leave Roathir at that time?
Sylahn: Yes. We will have no further use of it once we have finished developing more... private settlements.
What kind of timeline should the Aerlen government expect?
Sylahn: We will occupy Roathir for as long as we deem necessary.
That is not going to be acceptable, Sylahn. The research is time sensitive. They cannot wait forever.
Sylahn: ... Fine ... 2 solar cycles of Roathir prime. We will be ready by then.
Alright. One moment. I will review your demands with the Aerlen leadership.

Quilu, the Cerulean Conclave wishes to keep Roathir for up to 2 solar cycles.
Quilu: Explain
After that, they will release the system, and the research, back to your government.
Quilu: That is a long time to wait. This research is vitally important.
They will likely be out long before then. They were simply reluctant to bind to a timeline.
Quilu: And they will release the occupants once we sign an agreement?
Yes, once we sign and end the blockade.
Quilu: Alright. We will agree to their terms... on one condition. We want to recover our technology on target scattering. The rebellion may hold the remaining research.
Understood. I'll contact the Cerulean Conclave.

Sylahn: Welcome back. So, do we have an agreement?
They are willing to sign right now...
Sylahn: Excellent -
... but are insisting that their target scattering research be returned along with the occupants.
Sylahn: Target scattering? ... So be it. Have your ships rendezvous with the research bases in Roathir. We'll be able to properly transfer the data from there.
Why do we need to travel to all of the bases? I thought they automatically pooled and synced their data?
Sylahn: During the occupation, we... made several modifications to them. The data sync nodes were part of the original labs. They were removed. We've kept the backup modules intact. We'll release the security lockouts and enable you to copy the target scattering data manually from each base.
If there is no other way, fine.
Sylahn: I look forward to signing the agreement. Long live the Cerulean Conclave.

Tasks

Task 1: Retrieve Target Scattering Data
Rendezvous with the Cerulean Bases within Roathir, and gather the full set of research data on Target Scattering
Type: NPC hunt
Requires: Use a Roathir Retrival Node (500 Energy per round) on a Roathir Cerulean Base (10 rounds to complete)
Rewards: 1 Cerulean Hyperstation (on completion) - [Planet Structure - Size:1, Artifact:2, Mining:2, Research:2, Population:+60%] Limit 1 per planet.
Task 2: Formulate Agreement
Finalize the details of the agreement between the Aerlen government and the Cerulean Conclave.
Type: Rounds Based Mission
Requires: 500 Energy, 5 Halcyon Trap , 6000 Exotic Matter per round. (20 rounds to complete)
Rewards: 3 Relic Badges(on completion)
Note: The first time you complete this legion mission task the medal 'Cerulean Diplomacy' will be unlocked, providing 10 medal points and access to the Cerulean ship design
Task 3: Prepare Rescue Transports
Assist with the preparation and deployment of the Rescue Transports into Roathir
Type: Rounds Based Mission
Requires: 500 energy, 16000 Exotic Matter and 10000 Research per round (20 rounds to complete)
Rewards: 1 Aerlen Rescue Transport (on completion) - [Planet Structure - Size:1, Artifact:1, Research:2, Population:300] If your race is Aerlen when this is deployed the structure's bonuses are doubled. Limit 1 per planet.
