Trade Treaties and Base Comm Interlink Issue?

 I'm not sure if this is an issue or if this is working as intended:
I purchased a Base Comm Interlink, and used the ability giving us +2% AP for 24 hours. I have since gotten us a few trade treaties, and the % stayed 2, and I bought 1 additional comm link and I cannot use the ability a 2nd time. Once the effect is used, it will not change. You will see the additional bonus the next time the effect is triggered.
