Does cloaking help when scanning for new planets?
Or just Scanning devices.

Also why does it seem im only scanning planets that are only colonized,

Cloaking, helps you on the battle tab. From being spotted to hacking other people.

It does not help when scanning.

Finding 1/3rd of the planets you scan having someone on the is normal. It does give you a chance to get a few inasions.

I'm not convinced that cloak is good to have on your ship at low levels. Look at it this way... The more cloak you have, the more scan people will need to find you. Who has more scan? Bigger ships that have (more than likely) better weapons. This leaves you at a disadvantage if you want to retaliate against anybody that disables you. You'll basically be giving free disables to people. You're better off to install weapons, defense, and hull. Let the little ships see you, when they try to get a kill on you, you'll be in a better position to kill them in return.
