how do you donate exotic matter to the base a member has already done it but i dunno how to

upgrade tab on base popup, click contribue exotic matter.

No idea, we are working on lvl 3 base just now. Lvl 3 bases require energy, EM and complex parts, so we have 3 buttons but 2 of them for me are greyed out.
edit
Could be that you dont need any more EM to upgrade this level and will reappear when it gets upgraded.

if its already been filled and you dont need anymore the button is gone, if you cant contribute any because you dont have any then its grey. My legion is working on lvl 3, just need energy, and my sister legion is lvl 4 base working on level 5
