As said before Dan could implement a way to track artifacts that have been sent and prevent them from being recycled. And, for the last time, It will be a huge lump sum of artifact points the first time around because of the previous artifacts already stored up. Plus someone mentioned about a way to keep this feature in check with an energy/EM requirement for each artifact scrapped.

The artifact values DO NOT have to be refined. If you only get a small portion of AP returned per artifact then why would they even need to be refined?
